The instructions contained in the motion seek to require the bill to be reported back to the House with amendments to increase the Consumer Product Safety Commission Salaries and Expenses account by a total of $5 million and increase the Small Business Administration Entrepreneurial Development Program account by $5 million. The motion is offset by decreasing the General Services Administration (GSA) Real Property Activities Federal Buildings Fund's rental account by $10 million.
